In 2023 the Town of Castle Rock approached Douglas County School District (DCSD) and requested leasing a portion of the parking lot at the DCSD Administration Building at 620 Wilcox Street. Parking space is a premium in Castle Rock. Additional parking is needed for the community and future development. Staff strongly supports a partnership with Castle Rock to share this parking lot. The parking lot is rarely used in its entirety for district and public meetings. DCSD could also benefit from the revenue of the lease and a partnership for the maintenance and snow removal of the parking lot. Such a partnership would greatly benefit both DCSD and Castle Rock.
The proposed lease would provide sufficient parking for both public entities. 55 parking spaces along the eastern portion of the parking lot would be leased to Castle Rock. These parking spaces would be available to both the public and DCSD for parking, on a first come first serve basis. Plus, 67 on-site parking spaces and two accessible parking spaces would remain available for DCSD sole use. In addition, there are 20 on-street parking spaces, plus 7 on-street accessible parking spots, for DCSD and public use, on a first come first serve basis. Castle Rock would pay DCSD $50 per parking space per month for the lease for a total of $33,000 per year. The lease also includes a provision that Castle Rock will pay for their pro rata share of annual maintenance costs of the parking lot.
