Summary : In 2019, Douglas County School District (DCSD) initiated the School Capacity and Boundary Analysis (SCBA) process to address overcrowding and plan for future growth. Since its initiation, the process has resulted in a variety of attendance boundary changes, overflow bussing assignments, and grade reconfigurations to accommodate enrollment growth from residential development. Areas of high growth include Sterling Ranch and Solstice, The Canyons east of I-25 in Castle Pines, RidgeGate east of I-25, pockets throughout the southeast and eastern Castle Rock region, and areas located along the Crowfoot Valley Road corridor from northeast Castle Rock to southwest Parker.

At the May 28, 2024 Board of Education meeting, Planning staff recommended reassignment of unoccupied areas in Canyons South (Macanta) from neighborhood schools located in Parker to schools located in Castle Rock. Specifically, staff recommended reassignment from Legacy Point Elementary School, Sagewood Middle School, and Ponderosa High School to Sage Canyon Elementary School, Mesa Middle School, and Douglas County High School. The Board of Education unanimously approved this boundary reassignment.

At this board meeting, Planning staff noted that the above boundary reassignment represented the first part of a two phase process intended to transition neighborhood school boundary assignments for the entire Canyons South (Macanta) planned development to these Castle Rock schools. Approximately half of the Macanta development, and the area being considered in Phase II, was already fully built out and occupied, and had a substantial number of students already enrolled at their currently assigned neighborhood schools of Legacy Point ES, Sagewood MS, and Ponderosa HS. Staff recommended commencing with Phase II during the 2024-25 school year when further analysis and a more extensive outreach and engagement effort with these families and other affected stakeholders could be held.

DCSD staff has since completed a thorough analysis, convened an advisory committee to help guide this effort, developed proposed scenarios to present to the public for consideration and feedback, and completed an outreach and engagement plan. At this time, DCSD staff is requesting Board of Education approval of the proposed scenarios and outreach and engagement plan.
